ACTIONS ONLY: Bond refinancing, youth services, personnel

WILLIAMSPORT – The Lycoming County commissioners approved bond refinancing, children and youth services and personnel replacements during their meeting Thursday. On the PULSE publishes a brief list of action items after each Thursday commissioners meeting. 

Enact Ordinance 2019 – 03  (PASS 3-0) 

  • Chris Brewer, of  Dinsmore & Shohl, the county’s bond council, recommended that county authorize a roughly $17.2 million bond to serve as a refinancing service for some of the county’s 2010 bonds with potential saving of not less than 5 percent. According to Brewer, the refinancing will enable the county to draw out more funds for other projects while still keeping its payments the same. 

Approve the following personnel actions: PASS 3-0

  • Domestic Relations – Tyler T. Bierly as a part time replacement Domestic Relations Investigator – Pay grade PAD – $22.52 per hour effective 9/3/19 not to exceed 1000 hours annually. 
  • Prothonotary – Megan M. Donahay – as full time replacement Clerk III – Pay grade 4 – $13.95 per hour effective 9/8/19. 
  • Prison – Joshua D. Owens – as a full time replacement Correctional Officer Relief – Pay grade CO1 – $16.81 per hour effective 9/10/19. 
  • Prison – Saleem M. Wesley – as full time replacement Correctional Officer Relief – Pay grade CO1 – $16.81 per hour effective 9/1/19. 
  • Prison – Ryan M. Long – as a full time replacement Correctional Officer Relief – Pay grade CO1- $16.81 per hour effective 9/1/19. 
  • Prison – Dane R. Markley – as a full time replacement Correctional Officer Relief – Pay grade CO1 – $ 16.81 per hour effective 9/10/19. 
  • Prison – Olivia M. Gnoffo – as a full time replacement Correctional Officer Relief – Pay grade CO1- $16.81 per hour effective 9/1/19. 

Award purchase agreement to Intab, LLC., in the amount of $11,212.50 for the lowest compliant bid for voting booths. PASS 3-0 

  • Quote process. 750 privacy table-top covers for voting booths needed for voter services needed for the new voting process. 
  • 90 precinct scanners 
  • 80 ballot marking devices

Approve Professional Services Agreement with Quality Air Mechanical, Inc. PASS 3-0

  • Additional support for heating and air condition units throughout landfill on an as-needed basis. 

Award a purchase request to Susquehanna Motor Company, Inc, for this maintenance event in the estimated amount of $16,662.71. PASS 3-0

  • This is for maintenance to the landfill’s 2006 Mac roll-off truck maintenance.  

Approve service provider agreements: PASS 3-0

  • Northhampton County for 2019-2020 at the rate of $265 a day. 
  • Erie County for 2019-2020 at the rate of $250 a day. 
  • Adelphoi for 2019 -2020 at various rates. 
  • Abraxas for 2019-2020 at various rates. 

Approve 2019 PHARE Grant Agreement in the amount of $1.15 million. PASS 3-0

  • After approval the grant will be submitted to the state. After approval the county will draft eight different subrecipient agreements with various organizations to disseminate the funds. 

Approve Child Welfare Services Contracts: PASS 3-0

  • Approve child welfare services contract with the EIHAB Human Services for residential care services at the per diem rate of $175.00/day for the period July 1, 2017 through June 30, 2018. 
  • Approve child welfare services contract with the EIHAB Human Services for residential care services at per diems ranging from $196.35/day to $224.40/day for the period July 1, 2018 through June 30, 2019. 
  • Approve child welfare services contract with The Christian Home of Johnstown, Inc. for residential care services at the per diem rate of $142.85/day for the period July 1, 2018 through June 30, 2019. 
  • Approve amendment to the July 1, 2018 through June 30, 2019 professional services contract with Bruce Anderson, MA for psychological services, increasing the maximum contract amount from $10,000 to $12,000, all other terms and conditions of the contract remain unchanged. 
  • Approve Bruce Anderson, M.A. Licensed Psychologist to provide mental health services to Lycoming County Children and Youth Services for the period July 1, 2019 through June 30, 2020, not to exceed $15,000. 
  • Approve John P. Pietrovito, Attorney at Law to serve as solicitor for Lycoming County Children and Youth Services at the rate of $5,500/month for the period July 1, 2019 through June 30, 2020. 
  • Approve the Greevy and Taylor Law Office to serve as substitute solicitor on an as-needed basis for Lycoming County Children and Youth Services at the rate of $120/hour for the period July 1, 2019 to June 30, 2020. 
  •  Approve Angela C. Lovecchio, Attorney at Law to provide Guardian Ad Litem Services to children petitioned before the court in the amount of $3,700/month for the period July 1, 2019 to June 30, 2020. 
  • Approve Trisha Hoover Jasper, Esq. to provide Substitute Guardian Ad Litem services for the period July 1, 2019 to June 30, 2020 at $75/hour. 
  • Approve Patricia A. Shipman, Esq. to provide Substitute Guardian Ad Litem services for the period July 1, 2019 to June 30, 2020 at the rate of $75/hour. 
  • Approve Dr. Russell Gombosi, M.D. to serve as medical consultant to Lycoming County Children and Youth Services for the period July 1, 2019 through June 30, 2020 at the rate of $75/hour not to exceed $15,000. 

Approve the following Human Services Development Fund contracts for the period July 1, 2019 to June 30, 2020: PASS 3-0

  • Confer Home Health Services, LLC for adult homemaker services in the amount of $20,000. 
  • Favors Forward for Information and Referral services in the amount of $3,000. 
  • Jersey Shore Summer Recreation, Inc., for life skills educational services in the amount of $4,000. 
  • Project CoffeeHouse for the Montgomery Summer Alive program in the amount of $4,000. 

Approve the submission of the Lycoming County Children and Youth and Juvenile Justice Services Needs Based Plan and Budget request for the fiscal year July 1, 2020 to June 30, 2021 in the amount of $14,170,863.   PASS 3-0

  • This is Children and Youth’s annual required budget request that is submitted to the governor’s budget office by Nov. 1 of each year. It is a projected budget request, and  may not all be received by the state. It represents a 3 percent increase and includes service costs for juvenile probation. 

The commissioners present were Jack McKernan, Tony Mussare and Rick Mirabito. 
The next commissioners meeting will be at 10 a.m. Tuesday, Sept. 3.
