ACTIONS ONLY: Complaint against Controller, grants for APO, landfill equipment

WILLIAMSPORT – The Lycoming County Commissioners approved a complaint against the Controller’s Office, grant applications for the county probation office and equipment for the county landfill.

ACCOUNTS PAYABLE CASH REQUIREMENT 

Approve the following cash requirement report(s): PASS 3-0

Approve accounts payable Cash Requirements Report in the amount of $870,140. 

ACTION ITEMS 

Vote on verification of complaint filed with the Lycoming County Courthouse requesting the court to order Controller Krista Rogers to pay bills and employee payroll. PASS 3-0

The Controller has denied that she would decline from signing employee paychecks.

Acknowledge the list of contracts for the month of March by the Director of Administration. PASS 3-0

Ton contracts under the amount of $10,000 that were signed by the director of administration. 

Vote to submit the Lycoming County Probation with Restrictive Conditions grant application to the Pennsylvania Commission on Crime & Delinquency in the amount of $380,000. PASS 3-0

This is an annual grant application for the fiscal year 2021 to 2022. The county partners with West Branch Drug and Alcohol each year for this grant application. This includes two programs: 1) the county’s DUI program and the county’s treatment program. The total program costs roughly $600,000 each year to operate. In the long-run the treatment options are estimated to save the county over $1.5 million in what would be prison costs. 

Vote on Agreement with Trisha Hoover Jasper, Esq. in the amount not to exceed $40,000. PASS 3-0

Private attorneys are used by the county if the county Office of the Public Defender has a conflict with a defendant and can’t represent them. 

Vote on the purchase of a used ambulance/safety vehicle from Clinton Township Volunteer Fire Department in the amount of $15,000 plus registration and transfer costs 2021 Budgeted item. PASS 3-0

A purchase of an ambulance/safety vehicle for use at the county landfill. 

Vote on repair and undercarriage rebuild to RMS 2012 Cat DST Dozer in the amount of $59,260.67. 2021 budgeted item. PASS 3-0

Jason Yorks- Vote on Amendment to Agreement with Cleveland Brothers Equipment Co., Inc. 2021 budgeted item. PASS 3-0

Vote on the repair and final drive replacement to RMS 2019 Cat D8T Dozer in the amount of $17,668.46. 2021 budgeted item. PASS 3-0

This is the most the county will have to pay for repairs to the dozer. Costs may be less though. 

Vote on Amendment to Subrecipient Agreement Monitoring Agreement with Greater Lycoming Habitat for Humanity, 

This is a six-month grant extension for the $55,000 to habitat for humanity. Habitat has experienced delays in the construction of their Diamond St. Home. 

Vote on Amendment to Subrecipient Agreement monitoring Agreement with American Rescue Workers. PASS 3-0 

This is a three month grant extension request for their PHARE grant of $100,000 for their rental assistance program. 

Vote on Resolution 2021-06 designating Jenny Picciano to act as the Technical Coordinator for the Sylvan Dell Project. PASS 3-0

This is a resolution that places Picciano as the technical coordinator for the Penn Vest grant after Josh Billings retired. 

Vote on Agreement with Larson Design Group in the amount of $28,875.50. 2021 budgeted item. PASS 3-0

This is for design work on the Timber Run Industrial Park. The funds for this will come from Act 13 gas impact funds. 

Vote on Resolution 2021-07 to adopt an update to Hazard Mitigation Plan.

This is the third update of the plan, which is updated every five years. This identifies natural and manmade hazards which may impact the county.  Some updates include the dangers of wildfires, a global pandemic and landslides. The plan will be sent out to the county municipalities for review over the next few weeks. 

The next Commissioners Public Meeting will be at 10 a.m. on April 27, 2021, held on Tuesday April 27, 2021 in the Commissioner’s Briefing Room, 1st Floor, Executive Plaza, 330 Pine Street, Williamsport.
