ACTION ITEMS 

Vote on MOU with the City of Williamsport for 2018 Edward Bryne Memorial Justice Assistance Grant Program in the amount of $11,483. PASS 3-0

  •  A clarification that the City of Williamsport will return the grant funds to Lycoming County, which were previously not used for the program.  This is contingent on City Council approval. 

Vote on Third Amendment to Agreement with Oasis Management Services to extend the term for an additional year or until December 31, 2021. PASS 3-0

  • Oasis Management provides commissary services to the prison and pre-release center. 

Vote on Resolution 2020-20 for the disposal of surplus property in excess of $1,000.  PASS 3-0

  • These are items at the Department of Public Safety. 

Vote on 2-year Victim/Witness Services grant application to PCCD in the amount of $260,343. PASS 3-0

  • A grant to pay for salaries for employees in the District Attorney’s office who work with juvenile services. 

Vote on FY 20-21 Radiation Emergency Response Fund Grant Agreement with PEMA in the amount of $5,876. PASS 3-0

  • Helps the county be prepared should there be a radiation event in the county.  

Vote on Agreement with Emergent Broadcasting Company, LLC to program, manage, operate and provide close captioning services for Channel 75. 

  • Postponed until Thursday

Vote on Second Amendment to Agreement with Kourt Security Partners, LLC. d/b/a Select Security to extend project completion date to December 31, 2020. 

  • This is to complete the courthouse access control project. 

Vote on 3-year Lease Agreement with the Lycoming County Housing Authority for MDJ Frey in the amount of $2,877. PASS 3-0

Resolution 2020-17 to adjust the fee schedule for the Subdivision and Land Development Ordinance. PASS 3-0

  • A fee increase, which is the first increase in the past 16 years.  

Resolution 2020-18 to adjust the zoning partner fee schedule for the Lycoming County Zoning Ordinance Partnership. 

  • Fees used to cover costs to the administration costs with the municipalities for zoning. 

Vote on FFY 2018 CDBG Cooperation Agreement with the Borough of Montoursville for the reconstruction of curb cuts and handicap ramps throughout the Borough of Montoursville in the amount of $78,733. PASS 3-0

Vote on Fair Housing Resolution 2020-21 for CDBG Program. PASS 3-0

  • An annual requirement. 

Vote on Resolution 2020-22 to authorize the submission of a grant application to the Department of Community Development for the Community Development Block Grant Coronavirus grant program. PASS 3-0 

  • This year additional funding was received for COVID-19. Programs funded were STEP, Inc., American Rescue Workers, Central Pennsylvania Food Bank and Northcentral Sight Services. 

Vote on Agreement with Diakon Family Life Services for outpatient mental health assessment and treatment services. PASS 3-0

  • Renewal contract. No change in cost. 

Vote on Agreement with Crossroads Counseling, Inc. for outpatient mental health assessment and treatment services. PASS 3-0

  • Renewal contract. No change in cost.

Vote of Agreement with UPMC Susquehanna Home Care and Hospice for Nurse Family Partnership Program services. 

  • In the amount of $80,000. This is an evidence-based program that is paid 95% by the state and has a 5% local match. 

Vote on Agreement with Geisinger Clinic for the Child Advocacy Center of the Central Susquehanna Valley to provide forensic child abuse interviews. 

  • This is a rate of $100 per interview. This is a renewal at no change in rate. 

Vote on Agreement with Susquehanna Valley CASA – Voices for Children for child advocate services to dependent children. 

  • Child advocacy services for children who are petitioned to appear before the court. This renewal contract for $30,000 at no increase from last year. 

Vote on Agreement with John P. Pietrovito, Attorney at Law to serve as solicitor for Lycoming County Children and Youth Services. PASS 3-0

  • No change in contract from last year. 

Vote on Agreement with Taylor Mullholand, Esq. to provide Substitute Guardian Ad Litem services. PASS 3-0

  • A contract renewal. 

Vote on Agreement with Patricia A. Shipman, Esq. to provide Substitute Guardian Ad Litem services. PASS 3-0

  • A contract renewal. 

Vote on County contribution for active military duty for Jonathan Rachael in the amount of $ 2,356. PASS 3-0

  • Any county employee with at least 6-month active duty service time who is called to active duty should still be given credit to his retirement fund for the time served in duty 10/17/19-8/11/2020

The Retirement Board voted on August 20, 2020 to recommend to the Board of Commissioners setting up a standing monthly payment to the Retirement Fund of 1/12th of the ADEC (Actuarially Determined Employer Contribution) starting 01/01/2021. PASS 2-1 (Mussare opposed)

  • The county pension plan is 95% funded, with employees putting in a minimum of 8% from each paycheck and the county and market making up the rest. This item means the country will make payments to the fund monthly, rather than all at once when the bill comes due. Commissioner Tony Mussare voted no, pointing to the volatility of the current economic system, saying he would rather pay it all at once instead of committing to a monthly payment. 

Mya Toon- Vote on Agreement with Emergent Broadcasting Company, LLC to program, manage, operate and provide closed captioning services for Channel 75. PASS 3-0

  • This service will allow the county to broadcast with closed captioning for the hearing impared.  The cost of the service is $30 for a 60-minute video and $45 for a 90-minute meeting. 

Matthew McDermott- KOZ Extension at timber run industrial park PASS 3-0

  • Keystone Opportunity Zones are specific commercial or industrial areas with greatly reduced or no tax burden for property owners, residents and businesses throughout the Commonwealth of Pennsylvania. 

Shannon Rossman- Resolution 2020-23 for emergency relief for students’ secondary learning sites. PASS 3-0

  • This program will provide for alternative schooling locations for kids who are in a hybrid schooling structure for the fall semester in Lycoming County. 

The commissioners present were Tony Mussare, Rick Mirabito and Scott Metzger. 

The next commissioners Public Meeting will be held at 10 a.m. Tuesday, Sept. 1 in the Commissioner’s Briefing Room, 1st Floor, Executive Plaza, 330 Pine St.
