ACTIONS ONLY: Commissioners approve personnel changes, eliminate positions

WILLIAMSPORT – The Lycoming County commissioners approved a massive reorganization of the county Prothonotary and assessment offices Tuesday, in large part due to the election of Thomas Heap as the county’s prothonotary in 2019. Heap’s previous position as chief of assessment then was eliminated and responsibilities were distributed to others in that office.

Through the eliminated Heap’s position, and two others, the county estimates it saved $115,494 in salary and $82,596 in benefits. Of that, over $19,000 will be redistributed to other employees who have taken on more responsibilities. In addition, each of the three positions that were eliminated held legacy costs, which would have increased annually. 

The move continues the county’s efforts to decrease the total number of employees.

Vote on Agreement with Melillo Consulting for Cisco hardware and installation in the amount of $44,128.86. PASS 3-0

  • The original project was budgeted at over $150,000 but costs were decreased by simply replacing a few items instead of an entire overhaul of the system.  

Vote on Amendment to Lease Agreement with Environmental Consultants & Affiliates Network (ECAN) to exercise a second one-year renewal option from July 1, 2020, to June 30, 2021. PASS 3-0

Vote on Consignment Auction Agreement with Enterprise Fleet Management to sell the County’s surplus vehicles at wholesale auction in the amount of $275 towing per vehicle. PASS 3-0

Acknowledge the list of approved contracts by the Director of Administration for the month of May, June and July. PASS 3-0

  • This includes 14 contracts in May, four contracts in June and three contracts in July. 

Vote on Agreement with Paul Albert Architect, LLC to provide architectural design and engineering services for property 2107 Lycoming Creek Road in the amount of $44,200. 

  • This is the new location for District Magistrate Judge William Solomon who is moving to a new building. 

The commissioners present at the meeting were Rick Mirabito, Tony Mussare and Scott Metzger. The next commissioners meeting will be held at 10 a.m. Aug. 25. At Executive Plaza, 300 Pine St.
