“Sometimes you have to create a fresh perspective. You have to bring someone in with new ideas and, if not come up with new ideas, hold people accountable,” Riley said.

Riley said he aims to reduce county spending by encouraging cuts to each county department equally. He also hopes that by selling off nine holes at the county-owned White Deer Golf Complex, the course will bring in more of a profit.
